Is it illegal to lock to a parking meter? For some reason I think it is but really seems quite logical to me and so I just might start it up.

I just spent about 15 minutes looking at the Pasadena Municipal Code. (I am bored.) Searches of both the words "bicycle" and "meter" failed to yield anything on point. So my guess would be that it's okay.
However, anything that would interfere with the collecting of money or damage the meter would certainly be an infraction, though I'm sure you could have guessed that.
